Design Management vs. Contract Administration: What’s the Difference?
Architects provide two distinct services during construction: contract administration and design management. These roles are often confused, sometimes deliberately bundled together, and frequently misunderstood by clients and builders alike. Understanding the difference is important for anyone engaging an architect for a construction project.
Contract administration is the process by which the architect administers the building contract on behalf of the client. This includes issuing instructions, assessing and certifying progress claims, responding to contractor-initiated requests (such as RFIs and shop drawing submissions), and certifying practical completion. The contract administrator acts as an impartial third party in the contract, not as the client’s agent. Their primary obligation is to the contract, not to any individual party.
What is Design Management?
Design management is a proactive service. It is about actively managing the design through the construction phase to ensure that the built outcome reflects the design intent. This includes reviewing shop drawings, coordinating consultant inputs, managing variations for their design implications, advising on substitutions, and responding to construction-related questions with a design focus. Design management sits above the contract and is about protecting the quality of the outcome, not just administering the process.
Why the Distinction Matters
A client can engage an architect for contract administration alone, without design management. In that scenario, the architect will administer the contract efficiently, but will not actively review the design quality of the build. Conversely, design management without contract administration is also possible, though less common. The most effective arrangement combines both, with the architect acting simultaneously as a proactive design manager and an impartial contract administrator. Clients who understand this distinction are better positioned to define the scope of services they actually need.
